In China ist das alltägliche Leben teurer geworden: Wegen gestiegener Lebensmittelpreise stieg die Inflation im März überraschend stark an. Die gute Nachricht lautet aber: Es ist Besserung in Sicht.
Ein starker Anstieg der Lebensmittelpreise hat die Inflation in China überraschend nach oben getrieben. Doch Volkswirte gehen weiter von einer nachlassenden Teuerung aus. Dies ermögliche die erwartete Lockerung der Geldpolitik zur Stützung der Konjunktur.
Im März legten die Verbraucherpreise im Vergleich zum Vorjahresmonat um 3,6 Prozent zu, wie die nationale Statistikbehörde am Montag mitteilte. Analysten hatten lediglich mit einem Plus von 3,3 Prozent gerechnet, nachdem die Inflation im Februar noch bei 3,2 Prozent gelegen hatte. „Der März war ein relativ kalter Monat im Norden“, erläuterte Li Wei von Standard Chartred in Shanghai. „Das hat wohl dazu beigetragen, dass der Verbraucherpreis-Index für Lebensmittel höher als erwartet ausgefallen ist.“
Sorgen bereitet manchen Ökonomen die Entwicklung der Erzeugerpreise, die im März um 0,3 Prozent zurückgingen. Dies könne ein Hinweis auf eine Abschwächung der Nachfrage sein. „Das hat Einfluss auf unseren Ausblick, wie schnell sich die Wirtschaft erholt“, sagte Analystin Ren Xianfang von IHS Global Insight in Peking.
Am Freitag werden Daten zur Wirtschaftsleistung im ersten Quartal veröffentlicht. Volkswirte rechnen im Schnitt mit einem für China relativ schwachen Wachstum von 8,3 Prozent. Derzeit kühlt sich der Exportboom ab, und die Binnennachfrage wird durch eine strenge Kreditvergabe belastet.
Derweil hat China nach internationalen Protesten gegen Exportbeschränkungen einen Industrieverband für Seltene Erden gegründet. Der Verband werde den Abbau und die Verarbeitung der Rohstoffe koordinieren und „einen vernünftigen Preismechanismus“ entwickeln, teilte das Ministerium für Industrie und Informationstechnologie am Sonntag mit.
Seltene Erden werden für viele Elektronikprodukte wie Flachbildschirme und Smartphones benötigt. China verfügt etwa über ein Drittel der weltweiten Vorkommen, produziert derzeit aber rund 90 Prozent des Bedarfs. Die EU, USA und Japan hatten China zuletzt wegen der restriktiven Exportpolitik für Seltene Erden vor der Welthandelsorganisation verklagt.
U.S. stocks are at the start of a more meaningful correction and possibly even a bear market, Marc Faber, the editor and publisher of the Gloom, Boom and Doom report told CNBC in Singapore on Saturday, though he added that further money printing would likely limit the decline in the S&P 500.
“The technical underpinnings of the market have been a disaster in the last couple of weeks,” Faber said on the sidelines of the Maybank Invest Asia conference. “The number of new highs have declined, the volume has been poor, insider sales just hit a record.”
Faber said the weakness in economically sensitive stocks such as mining and industrial goods was particularly “disturbing.”
Known as a contrarian, Faber's views are at odds with those of Byron Wien who told CNBC last week the bull market in stocks would continue throughout the year.
According to Faber, Friday's jobs report is another sign the economic recovery remains subpar and he believes the S&P 500 chart pattern is also signalling worrying signs.
The index made a head-and-shoulder pattern last year, then dropped to its October low before rebounding through the necklines to a new high, he said.
“I’m not saying that I would rely in my life only on technical analysis, but in the text books of technical analysis… (this pattern) is actually viewed as a very negative development."
Faber warned of a bear market in stocks on August 3 last year, when the S&P 500 was at 1254. While the market didn’t enter bear territory (defined as a 20 percent drop over a couple of months), Faber’s warning seemed prescient. The S&P 500 declined around 14 percent in the weeks after he spoke to an intra-day low of 1074 in October.
This time Faber is much more cautious about calling a bear market, pointing out merely that it could happen. He says he isn’t short the S&P 500 currently because he’s convinced there will be another round of quantitative easing by the Federal Reserve, which could mitigate the declines. Still, he said he was holding a bit more cash and less in terms of equities.
Gold Correction
Faber, who's been a gold bull for much of the last decade and keeps around a quarter of his assets in precious metals has been bearish on the bullion since September last year after it “overshot” and hit a record high of $1921.
On Saturday, he told CNBC, bullion prices could fall further after they declined 1.8 percent last week.
“I still feel we are in a correction period and again like in equities, it’s a correction that is somewhat more serious."

Rund 10 Millionen arbeitende US-Bürger müssen mit weniger als 10.830 Dollar im Jahr auskommen. Besonders häufig sind Frauen Armutsopfer. 7,6 Prozent der Arbeitnehmerinnen gelten als arm. Bei den Arbeitnehmern sind es nur 6,7 Prozent. Noch zehn Jahre zuvor lag der Anteil der Armen unter den Beschäftigten unter fünf Prozent.
Zu den arbeitenden Armutsopfern kommt in den USA noch eine erhebliche Zahl arbeitsloser hinzu. Schließt man sie in die Statistik mit ein, gelten 46 Millionen US-Bürger als arm, 15 Prozent der Bevölkerung.
Die Zahlen der US-Regierung beziehen sich auf das Jahr 2010. Für eine vierköpfige Familie lag die offizielle Armutsgrenze da bei 22.050 Dollar.
Der Anteil armer Menschen an der Gesamtbevölkerung ist in den USA ungefährt so hoch wie in Deutschland. Laut dem statistischen Bundesamt leben derzeit 15,6 Prozent der Deutschen in Armut und verdienen weniger als 11.278 Euro im Jahr.
Wirklich zu vergleichen sind die Daten aus Deutschland und den USA aber nicht, da sie auf unterschiedlichen Datengrundlagen basieren. Die Statistik des Bundesamtes etwa erklärt jeden Bürger für arm, der weniger als 60 Prozent des Durchschnittseinkommens verdient. Die USA berechnen hingegen, wie viel Geld ein Bürger verdienen muss, um sich einen Mindeststandard etwa an Lebensmitteln leisten zu können. Wer laut der Statistiken aus Amerika als arm gilt, ist also wirklich arm und nicht nur relativ arm.

Nach einem negativen Ergebnis im Februar hat China im vergangenen Monat wieder einen Außenhandelsüberschuss von 5,35 Milliarden Dollar (rund vier Milliarden Euro) erwirtschaftet.

Aufgrund der weltweit schwächelnden Nachfrage gab im März jedoch das Wachstum bei Exporten und Importen nach. Das Exportwachstum sank im März auf 8,9 Prozent, wie die Zollbehörde am Dienstag mitteilte. Der Wachstum bei den Einfuhren ging auf 5,3 Prozent zurück. Im Februar hatte China noch einen Importzuwachs von 39,6 Prozent verzeichnet. Die chinesische Exportwirtschaft leidet vor allem unter der schwachen Nachfrage aus den USA und Europa. China returned to an export-led trade surplus in March, heralding the prospect that the global economy may be passing its low point in the current cycle and lifting overseas orders just in time to compensate for a slowdown in domestic demand.
The trade surplus of $5.35 billion last month confounded expectations of a $1.3 billion deficit as exports grew faster than expected and import growth eased from a 13-month peak, customs data showed on Tuesday.
The data reinforced the view of most analysts that China's trade-sensitive economy is set for a soft landing, with GDP growth likely to have eased for a fifth successive quarter to 8.3 percent in the first three months of 2012 and remaining on course for its slowest year of expansion in a decade.
"The trade data looks okay... it shows the global economy is recovering, albeit slowly," said Zhou Hao, an economist with ANZ Bank in Shanghai.
"Given that China had a trade surplus in the first quarter versus a deficit in the Q1 last year, it indicates a positive contribution to GDP growth. We reckon Q1 GDP growth should be 8.6 percent. I think the market is a bit too pessimistic about China's economy."
Exports to the United States — the single country with the biggest trading relationship with China — were a particular high point, up 10.4 percent from a year ago.
Those to the 27 members of the European Union — the biggest overall market for Chinese goods — were down 3.1 percent from March last year.
Import and export growth were both down sharply from February's Lunar New Year distorted surge, though within sight of the government's target of 10 percent expansion for 2012.
Smaller Surplus
Import growth of 5.3 percent in March compared with economists' expectations of 9.0 percent and February's 39.6 percent growth, while export growth of 8.9 percent compared with a consensus call for 7.2 percent, still a marked easing from February's 18.4 percent rate.
The two numbers left the overall trade balance in surplus, reversing February's $31.5 billion run of red ink on the balance of payments and confounding market expectations of a $1.3 billion deficit.
Zheng Yuesheng, statistics chief with the Customs Administration, told state television that China was expected to post a trade surplus for the full year, but that the overall size of its surplus was expected to be smaller than 2011.
China's trade surplus narrowed for a third straight year to $155 billion in 2011, from $183 billion in 2010, $196 billion in 2009 and $296 billion in 2008. The trade surplus as a share of gross domestic product (GDP) dropped to about 2 percent in 2011 from 3.1 percent in 2010.
But despite the unexpected return to surplus, the relatively slack pace of export growth may still concern investors who believe the risks of recession in the debt-ridden EU could be a dangerous drag on growth in the world's number 2 economy.
Real Economy Risks
It will remain a concern for China's export-oriented manufacturing sector, which has seen new orders and profit margins slump through 2011 as the euro zone's debt crisis has dampened global economic activity.
"Our new orders have fallen 30-40 percent this year. We are doing our best, but frankly I don't know how long we can maintain our business," Chen Lifeng, manager of Ningbo Tengsheng Garments, told Reuters on a recent visit to his factory in China's east coast Zhejiang province.
Rows of empty sewing machines on the factory floor — about a third of the capacity — were testament to the tough times faced by China's manufacturers, not only from sluggish demand, but from rising domestic wage costs and energetic foreign competition from the likes of Vietnam, India and Bangladesh.
March data provided the first hard economic numbers of the year not distorted by the impact of the Lunar New Year holiday that fell in January this year, causing considerable skew in comparisons with 2011 when the holiday was in February.
China's data releases build to a crescendo through the week, with first quarter GDP numbers expected to be published on Friday and forecast to show the slowest quarter of growth in nearly three years.
Inflation data published on Monday kept the government on stand-by to deliver more growth-oriented policies, with a trend of easing consumer costs in the first quarter confirmed while producer prices revealed risks to the industrial sector recovery.
The People's Bank of China has cut the proportion of deposits banks must keep as reserves by 100 basis points in two moves since autumn 2011 in a bid to keep credit growing in the face of a recent slowdown of foreign capital inflows, which had underpinned money supply growth for much of the last decade.
